The four local governmental entities fall under the state and federal rules governing Municipal Separate Storm Sewer Systems (MS4s). In Indiana, the rule governing MS4s is called "Rule 13".
These are the six "minimum control measures" that the local governments are required to put in place:
- Public Education and Outreach (We need to educate the public about water quality and how to prevent stormwater pollution.)
- Public Participation and Involvement (We need to get the public involved in water quality monitoring, storm drain marking, and other activities that get people in touch with their waterways.)
- Construction Site Runoff Control (We need to put measures in place to prevent sediment and other pollutants from leaving construction sites and entering waterways.)
- Post-Construction Runoff Control (We need to put water quality requirements in place for new development and redevelopment projects, and find ways to maintain stormwater structures and practices.)
- Illicit Discharge Detection and Elimination (We need to identify and eliminate pollution that is coming from drainage tiles, floor drains, failing septic systems, and any other illegal discharge into our storm sewers or ditches.)
- Good Housekeeping and Pollution Prevention (We need to improve government operations so as to prevent stormwater pollution.)
